The Mid-State Early Childhood Direction Center (ECDC) offers technical assistance and support to:

  • parents
  • early childhood programs and child cares
  • preschools and nursery schools
  • UPK (Universal Pre-Kindergarten)
  • Head Start and Early Head Start programs
  • Integrated preschool special education programs
  • school district preschool special education committees

Our assistance is grounded in the belief that children with disabilities belong in community-based settings alongside their more typically developing peers. Sometimes, the children may need support in order to be successful. Parents may seek ECDC assistance on behalf of their children. In addition, early childhood professionals may request support for their efforts to create and sustain environments and programs in order for all children thrive. These individuals are an important constant in the lives of children and serve as critical links to families.

ECDC offers technical assistance to collaboratively promote and improve opportunities for preschool students with disabilities in typical early childhood settings so that all children may learn together.

A consultation with an Early Childhood Specialist may offer:

  • suggestions for program or environmental modifications
  • strategies for parents and professionals to be consistent in and out of preschool
  • training for program staff
  • help for parents with referrals for individual children to early childhood special education services, including early intervention (EI) or the committee on preschool special education (CPSE)
  • guidance through the transitions from EI to CPSE and CPSE to Kindergarten and school age special education services/the committee on special education (CSE)
  • guidance for professionals regarding NYSED regulations and practical implications

All services are free and confidential to families, early childhood programs, and school districts within our region. If you would like to learn more about how we can help, please contact us at 315-443-4444 or
